My job is to present you with two types of evidence:

1. specific examples of Springfield Police Department policy-violating behaviors by SPD Detective Robert Weaver (#306) in his November 26, 2008 report based on his November 4, 2008 interview with REDACT re: LCDA 2108-26446 that caused and continue to cause me legal, financial and other damages

and

2. evidence of chronic civil-rights/SPD-policy violating behavior by SPD officers that causes damages to citizens who directly or indirectly encounter SPD officers

Type 1 is easier to explain verbally tomorrow by going line by line through the five paragraph “Domestic Violence Investigative Report.” Here’s a list of Type 2 evidence. I’ve attached several letters I’ve written that elaborate on these allegations. I reference the date of the relevant email at the end of each item.

1. Failure of SPD officer Evan Sether to detain or assess the BAL level of Aaron Heyer on March 4, 2007 despite the more than probable cause that Mr. Heyer was the hit-and-run driver that killed Tim Reams. [December 5, 2008]

2. Failure to adequately prosecute the three black ducks [Darron Thomas, Eddie Pleasant and Jamere Holland] who assaulted Ricardo Garcia, Jacqueline Dalton and their one-year-old son a family of three while drag racing on Gateway Blvd. on September 25, 2008. [October 1, 2008, December 5, 2008]

3. Failure to adequately prosecute the white male who killed Sherry Varo, a Hispanic female on main street on February 24, 2009. [February 28, 2009]

4. Jerry Smith’s malfeasance in the Downs investigation. [April 4, 2009]

5. Jerry Smith’s malfeasance in the Boots/Proctor investigation. [April 4, 2009. See also Appendix A.]

6. Failure to take legal action against Eugene Police Officer Jimmie McBride for harassing employees of Kay’s Jewelers in Gateway Mall (EPD IA08-109). [October 14, 2008]
